Abstract In 1880，Wu Dacheng was instructed to assist in thefrontier defence of Jilin for resisting Tsarist Russia"saggression. In the next year，he presented a memorial to the thronein which he requested to set up an arsenal in Jilin. During itsfoundation， the Jilin Arsenal surmounted}numerous difficulties inransferring administrators，building factorises，selecting raftsmen,purchasing machines and transporting. Its chief products ofmunitions basically satisfied the needs of the defence of Jilin andHeilongjiang Provinces. Wu Dacheng made a great contribution to theestablishment and development of the Jilin Arsenal.
